In response to the CCDBG Act of 2014, the CNMI launched a System of Support for License-Exempt Family, Friend & Neighbor providers in December 2019. At the time, only five such providers existed across the Commonwealth. By July 2025 — through training, coaching, and persistence even through the pandemic — at least 58 providers had been certified.
From 2 to 33 home-based providers — the largest hub for child care in the CNMI.

Across all three islands, the System of Support has grown home-based child care from 5 providers to 58 in six years — and has since expanded to include licensed home-based programs.
