QRIS Pilot · Year 1 Report

Inside the pilot
raising the bar
for home-based care

In response to the CCDBG Act of 2014, the CNMI launched a System of Support for License-Exempt Family, Friend & Neighbor providers in December 2019. At the time, only five such providers existed across the Commonwealth. By July 2025 — through training, coaching, and persistence even through the pandemic — at least 58 providers had been certified.

Providers are warmly welcomed into the program with island-based orientation on Saipan, Rota, and Tinian — so everyone starts with clarity and confidence.

Step Two

On-island coaching & training

Hands-on coaching, training, and technical assistance delivered right here in the community — practical support tailored to each provider's program and pace.

Step Three

Recognition & growth

Providers earn recognition for the quality of their care and keep growing — with ongoing support that sustains strong programs for children and families.
